I have the honour to
acknowledge the receipt of your tele-
gram of the loth of March on the
subject of the proposed establishment
of a local Society for the Prevention
of Cruelty to Children. The estab-
lishment of such a Society in
Hong Kong would appear to be very
desirable and your proposal has my
cordial approval. I shall be
interested to learn in due course what
of the further clefs you dance to tak steps are taken for the establishment
of the Society.
2.
I enclose copies of corres-
pondence with the National Society
for the Prevention of Cruelty to
Children. It is hoped that the
enclosures to the Society's letters
of

of the 8th of April and 6th of May will
provide the information you desire.
In

their letter of the 6th of May they
enclose a copy of a leaflet which they
distribute widely in this country and
the draft of a similar leaflet which it
is sugested might be distributed in
Hong Kong. If a Society is established
in the Colony it will no doubt consider
the production and distribution of a Thome as them suitable
leaflet on the lines proposed. I

enclose also, for your information, a
copy of the Children's Act, 1908 and
of the "Inspector's Directory", a
volume of Instructions issued to the
Inspectors of the National Society for
the Prevention of Cruelty to Children.
The latter snoald be treated as confiden-
tial.
3. As regards the legal powers
of the Society in this country I enclose
copies of correspondence with the Home
Office

Office from which it appears that the
Society has no special legal powers
but in practice acts in close co-
operation with the Policem such cases
4. It is understood to be
possible that an experienced official
of the National Society for the
Prevention of Cruelty to Children
would be prepared, if desired, to
visit Hong Kong and advise on the
establishment of a Society there;
It appears to me that this might be
helpful
very useful and I shall be glad if
you will give the suggestion your
consideration.
